Need Light Help ASAP!

Hey guys, so i have 2 fog lights hooked up to my blaster. When i have my low beams on only one light works, when i switch to high beams the other light flips on. Both lights arent on at the same time. What do you have to change to make both lights stay on at the same time?!?!
 
It's not the voltage in the wire that determans the brightness of the light. It's the filament of the balb that does.

It is the voltage that regulates the brightness.

The filament acts as a resistancs at the specified voltage and the filament will draw the required current.

Raise the voltage and the filament will draw over its rated capacity burn brighter until it burns out.

Look at electricity as water, they work the same.

Volts as the pressure, amps as the water flow.
