Parking brake didn't come on this model it is either a 2000 or 2001 TORS is completely removed and have aftermarket keihin carb was running amazing and all of a sudden shut off on me then this crap started happening

That looks to me like the float is sticking open and trying to flood the motor.

You sure you did it the correct way? Hold the throttle wide open and keep kicking till the needle stops rising.
