Parking brake didn't come on this model it is either a 2000 or 2001
TORS is completely removed and have aftermarket keihin carb
was running amazing and all of a sudden shut off on me
then this crap started happening
It is not common but the CDI unit has been known to get a mind of its own, it may pay to try to borrow a known good one and try it.
That looks to me like the float is sticking open and trying to flood the motor.
Checked compression today and only has 60 psi

You sure you did it the correct way? Hold the throttle wide open and keep kicking till the needle stops rising.
