Oh yeah, it goes without saying that he should be seating the bead with no core in the valve stem. if he was trying with, bring it elsewhere!! And yes, the rachet strap around the tire works mint!!
If you were in a pinch, didn't have compressed air and needed to seat a bead. I do a lot of 4wheeling with jeeps and in the occasion that you are out with a group, sombody loses a bead (usually running a wide rim...I run 36s on a 7" wide rim as a poor mans beadlock and never have an issue) and nobody has high enough pressure in their on board air (I carry a big CO2 tank with an adjustable reg, so unless I'm out, I can seat a bead with my tank) we tighten a rachet strap around the outside diameter of the tire, lay the tire on it's side, spray a ton of starter fluid inside of the tire and then drop a match on the bead....it seats it real well!!! Dangerous though, for sure.
