My Yamaha blaster won't drive!

I have a 2001 Yamaha blaster my dad took something off that makes it automatically rev when I'm not driving it so it doesn't do that. Whenever I go to drive it or something it feels like it doesn't have power and the carberator is leaking this silvery liquid. My quad also has pauses if it does rev up like it will bogg a little bit. I just put brand new reeds in it PLEASE HELP

I don't know about the liquid, but when mine did that I checked the whole tors system. And some wiring went bad, and it would be boggy and had little power
