So awhile ago my 1989 cr was actin like it had no power band so I had a spare carb laying around so I threw it one there. It ran like a dream. Perfect jetting and everything. Then after not riding it for a few days I started it an it had no power. So I cleaned car Then I tried to start it and it went wot by itself and shut off. So I checked reeds and they where fine. So my question is what could the power issue be. I know that I had an air leak somewhere for the wot problem so I just need to know whats up with the carb

First off check for an air leak in the motor. If that checks out give your carb a good look over.
Its possible the carb is leaking from the cap allowing more air in.

Well I've heard of air leaks causing the out of control wot. I would check the carb since it happened after you cleaned it.
I had my last motor seize because of it running lean. The motor itself was airtight when I checked it before tearing it apart. The issue was the little rubber boot, to block off the oil injection nipple on the stock carb, had come off and allowed un-metered air into the motor. No different than an intake gasket leak.
