Until the rings bed in on a fresh build the compression will be lower than expected.

How much time on the motor if any?

What else was done?

2 more cycles and it should come up some, the rings need to cut themselves into the crosshatching.

Did you use a new head gasket, and tension down correctly?

Did you check the head for warpage prior the assembly?

the head is off of the cylinder I had that was 60over and I just anneald the head gasket the head I was gonna run was 21cc but it leaked in a couple places so I just put my old one on it

Although an annealed gasket can be used, it has to be done under controlled circumstances, a torch which supply a large enough flame to encompass the entire gasket should be used otherwise you may get uneven heating, which can result in hard and soft spots.

The entire gasket should be heated to a uniform cherry red before cooling.

A small portable torch is not man enough for the job.

I say, always use a new gasket.

it isint rechamderd I sanded down the inside of the dome so I could polish it and it went to 23 or 24 cc so I filed it a lil to lower the cc and all I need to do now it get a big sheel of 400 grit sand paper so I can get it flat so it wont leak

Surface plate or plate glass, figure 8 movements.

Check for level either with engineers blue or high viscosity oil over a sheet of glass, look for low spots.

Run a straight edge over it to make sure that it is perfectly smooth, it only takes a little blemish to wreck a surface.

I use a sheet of 1/4 inch plate glass over some sheets of newspaper on a surface that I consider flat.

Take no chances or it will leak.

I was gonna do the figure 8 motion and I was just gonna use the counter top im my kitchen when my mom isint home

Quote of the day right there bro ahaha ! Not making fun of you or nothin like that its just funny cause I can still remember doing stuff like that when I lived with my dad. If by chance you have real granite counter tops that will make for a perfect flat surface !
