Because where gas comes in under vacuum, air goes back out under pressure....
You can't begin to seal all of the little holes inside the carburetor in order to properly leak test it but those holes don't really matter to the tune as long as they are at or before the fuel metering point. The problem with leaks in the top or bottom end is they change over time. A leaking seal leaks worse one day than it does the next. You'll never be able to hit your jetting marks. The leaks on the carb don't change over time like that. They are stable and compensated for by properly checking the jetting with plug chops.
Just check your engine for leaks and then guess a bit rich on the jetting and work your way down with chops. You'll be fine!
