Late 90s 200 blaster

All brand new; jug, piston, rings, reed cage, reeds, carburetor, stator (adjustable timing -10 to +10), ignition coil. For some reason it's not getting full power on top end of gears..any suggestions? I'm new to this so excuse if not right

What modifications do you have, such as pipe,air filter/intake/lid ?
What is your main jet and elevation ?
Is cylinder/piston a cheap eBay/Amazon kit?
Did you perform leak down and compression test ?
What was your break in procedure ?
Did you re-torqe cylinder and head after heat cycles ?
