is this a Vito's crankshaft?

the guy who sold me the bike said it had a Vito's 3mm crank. looking into the crankcase i can see what appears to be a blue crankshaft. could it be a true Vito's crankshaft?

If it has the bright blue "stuffer" blocks, it's a Vito's. But that doesn't mean it's a 3mil, as they use them on stock stroke also.
A three mil would have a spacer and two gaskets under the cyl, or the head would be re-cut.
If you don't have head off, you can use something like a straw to measure.
Remove plug, place straw in hole. Rotate crank until piston is TDC. Mark straw. Rotate to BDC and mark. Measure. That's your stroke.
 
Don't believe that because it has a shim it's a stroker. Vitos sold me a stock crank claiming it was a 3mm with the shim kit and all. I didn't find it out until after getting the motor back from the builder and installing it in the bike. Vito's gave me a whopping $20 credit for their screw up.
 
Let me see if I get this straight. Your builder was told to build a 3mm stroker motor and installed a stock stroke crank with a spacer plate and didn't notice that the piston was 1.5mm down in the bore? And then he put the head on and obviously didn't check the squish clearance. WOW! The real nincompoop is your builder.
