i just purchased a full front hydro brake set with arms and tie rods..when i installed the calipers with new brake pads when i turn the hubs the rotors make a grinding sound in some spots while spinning..my question is that normal with new pads untill they "groove in" to the new rotor? or am i doing something wrong?

calipers could be hanging up and may just need cleaned or worse case rebuilt,
and if the noise in only in certain spots, i'd say the disc(s) are bent ?

i took the disks off and looked..there straight and even..the rotors do have light surface rust in some spots..could that be what the pads are scraping on?

could be ?
did you try spinning the rotors while on the bike and look for wooble ?

try pulling the calipers off and greasing the slide pins under the rubber boots, you'll need to unbolt the one from the back with the allen head, <(under the rubber plug) to remove the bracket and clean/grease the slides and pins, it should be done once a year anyway

the rotors both spin true awk.. i will grease it now while i have both calipers off..

also the calipers did not come with bolts so im trying to use some of mine to figure out size..could i possibly need a shim?

the norman420 spindles need a small washer between the caliper bracket and spindle mount to space them properly to the inside.
check to see if it's the inside pad hitting mostly, and add a washer in there if needed, won't hurt a thing
