when my bl;aster is warm and idling if i hit the throttle it take 10-20 seconds for rpms to fully settle. this seems a little long to me, is this normal? i really need to get my carb tuned right, any tips on that?

20 psi? only supposed to pump it up to about 7psi. hope you didn't blow out the crank seals.
Going by that leakdown, you sound pretty tight. Therefore you are lean (not rich as said above)
First try richening your airscrew (turn IN). Next pull your pilot jet and clean it along with the passages. If that doesn't do it then try a larger pilot jet.

Mine does the same thing and I also am air tight. I've turned it out lean, ran it rich, and got it right in between and it still does it. Sealing up the exhaust pipe where it was leaking actually did help it a little. I've come to the conclusion though that it's a throttle cutaway issue(I might play with that) and/or reed petal issue. I didn't take the reeds out because I didn't feel like dicking with new gaskets and resealing it all up after it's already sealed, but looking in from the intake the reeds looked perfectly fine, no chips, or wear, and no open gaps out of the norm, so I'm just presuming it's some form of stretching/wear on the reeds or the cutaway.
its just how you have the carb set up..combo of the needle main jet and pilot...mine settles to idle the second i let off the throttle...so it is possible to get it perfect
20PSI! You better do another leakdown like said and god for bid just 7psi!!
If your running basically stock carb/motor with just a A/M pipe- then the pilot should be ok and you may just need to adjust the air screw, starting at 1.5 turns out from all the way in. A little more info may help.
