SO this guy wants to sell me a Blaster frame he bought off ebay for cheap. I was thinking of building it from ground up. However in California you need to have the pink slip to register it. How can I register it with no Pink and no Bill of Sale?

Get a bill of sale with it, all he has to do is sign that he sold it to you. Put the vin # on it and thats a bill of sale
In New York We have to get a pencil etching of the vin # so they can check to see if it is stolen, if not they will issue you a new registration. In our state ATV's don't come with a title. The registration is all you get.
