How do I eliminate the tors

the easy way is to just un-plug the tors box, throttle switch, and the connector on top of the carb.

or you can get a new cable(for non-tors), and the tap and idle screw set to drill into the carb so you can adjust the idle

Tors acts as a ground out for the ignition system when the thumb throttle returns to neutral but the carburetor does not. Generally, this isn't an issue and the TORS can act up causing the engine to have a "no fire" condition. If you have an idle problem, chances are it's not a TORS issue.
