I have a 2004 Blaster that I picked up used. Before I fully educated myself on the forum, I rode it without leaking testing it and the motor started getting harder to start and now ultimately doesn't start. I leak tested it and found the crank seal on the stator side to be the problem. I went ahead and pulled the motor out and removed the head. The piston is in great shape as are the rings. The head still has the original cross hatching from the factory. While its apart, I'm going to go ahead and do the topend (piston, rings, wrist bearing and seals.

Questions is, where do I proceed from here? Do I still need to hone it since the cross-hatching is visible?

Obviously I will be changing crank seals and again leak testing it, but need to figure out what to order so I can get it back together.

after ou fix the leak it should be fine and no need to do another topend if your rings arnt worn i would compression test it befor i did another topend if it has more than 120psi the topend is good

you need to measure, or have it measured by a shop, to determine if the piston to cylinder clearence is within spec,
if so, do a hone and new rings at least.
if the piston-cylinder clearence is beyond the spec limit,
or cylinder is out of round anywhere, it will need bored to the next size and fitted with a new piston and rings.

If the cross hatching is uniformly visable the cylinder could be within specs but it would pay to get it measured.

Although the piston and rings seem to be good, I would suspect that the rings are well below specs.

If the motor was leaking air the temps would have been up and the rings may have worn excessively.

Measure the piston and if within specs hone the bore (if within specs), and fit new rings.

You do need to hone the bore to sharpen up the hatching to allow the rings to cut their way into size.
