High rev problem ?

Hey how's it going everyone, hope your all doin better and enjoying better weather then us in New York, its almost May and its effin snowing ( not cool. ) Anyway I just had a question and I'm hoping someone can give me some ideas on what my problem might be and how to fix it. So my blaster runs pretty good, not perfect still getting a little sputtering/hesitation when I go from slow riding to punching it ( especially in higher gears at lower rpm's. But my main concern is that after my blaster warms up after riding for a little bit it revs kinda high when I pull the clutch in or put it in neutral. It's not a crazy high rev but definately enough to cause some concern. Of course my first thought was an air leak so I hooked up my very nice, well made, inexpensive leak down tester I got from slickerthanyou ( cough if you don't already have one you should buy one from him cough cough ) and performed the test and only lost maybe .2 psi in 7 - 8 minutes which is more then good enough for me and the clymer manual. So then I started her up and sprayed a good 1/4 - almost 1/2 a can of carb cleaner all around my carb including around where the TORS goes into the carb seeing if that would mess with the idle at all with no results. At this point I'm pretty much out of ideas what or where this problem is. Could my jetting have anything to do with this ? Or maybe a small leak in between my downpipe and exhaust port cause this problem ? I have the gasket as well as some high temp rtv between my cylinder and that little stock outlet that the downpipe goes over and I know that's not leaking but some air may be escaping between that little outlet pipe and my downpipe ( I kinds doubt that's the problem but I obviously don't know for sure. ) If ANYONE has any ideas let me know please, they would be greatly appreciated ! well it certainly sounds like an air leak. but if you certain it isnt, then you better have a look at your throttle cable as well as the tors cable linkage inside the tors unit ontop of the carb
 
A small leak in the exhaust can change the way the motor runs.

Do a plug chop to see if the jetting is correct, dump in a size larger jet before you do it.
