Help a dad out, son's Blaster will not rev!!

My son and his friend decided to strip his Blaster down to the frame and paint it, now it will not rev!

It starts great and will idle all day long but no matter what you do it will not rev above about 1200rpm, when you hit the throttle it goes "rat-tat-tat-tat" very slowly and really smokes. I pulled the needle out of the carb to make sure it was not stuck and cleaned the carb and jet but the more I work on it the more I think it is an electrical problem.

His Blaster has lots of mods, Airasal 200cc national kit w/ MX port, 30mm Kehin carb, head shaved to 160psi, LRD pipe, along with many others. It does not have the oil tank anymore either.

Any ideas?:)
 
Sounds like a crank seal is it pouring out white smoke?
If it is that means your burning the transmission oil which results from a blown crank seal
 
did it run fine before you tore it apart? check your grounds, make sure that they're all making contact with bare frame
 
ok check the grounds and what color is the smoke? is it white? i'm also thinking electrical, also make sure that everything is plugged in correctly. most likely something simple
 
The smoke is normal color, just like a very loaded up two stroke looks. I have not pulled the plug but I am sure it is soaked as there is fuel leaking from around the exhaust at the jug.

This 1200rpm I am talking about is setting on the stand in neutral, it will not even pull its self, no matter the throttle postition it revs to the same rpm.
 
It is not pooring out but very rich! I am not sure if it is rich because something is cutting the spark or if it really is getting to much fuel?

Is there something on the Blasters that will act as a rev limiter, some type of safety?
 
DReeds is the man!!!!!!!!!!!

I had unplugged the parking brake swtich because it was bad and when my son put it back together after painting the frame he hooked the park brake switch back up.

It revs to the moon now.
