having problems with the wally lights

the regulator is under the hood on the kicker side, the tors and cdi are on the shifter side, but i'm bettin you touched the bulbs with your bare fingers ???, that gets oil/grease on them and they will blow after heating up, never touch the bulb, use gloves or a clean rag/paper towel
and you should be able to put a meter across the headlight wires one at a time to the ground wire, with the bike running, rev it and report back with the voltage, or find the spec in the manual???
 
If it is a Halogeh bulb you can not touch it with bare hands.The oils in your skin gets on the glass and will make an extreme hot spot the will melt a micro hole in the glass and will let the Halogen gas out.
