You take each rim off of the brake hub and flip it around so that the rim offset causes the tires to stick out further than if they are on properly.
It widens the front end without costing a penny. The only problems are on the newer blasters 03-06, the valve stems will hit the calipers so you can't do it the same and the valve stem is then on the inside the rim so it takes a minute more to top off your front tire pressure.
Otherwise it's a cheap and easy way to increase stability.
