electrical/ headlight issue?

so i just bought a 91 blaster as far as i know its a 91 headlight is there just not hooked up i hooked my meter up to the two wires i think go to the headlight and im getting low voltage like 2 volts and only when the head light switch is on high when i go to low it just reads no voltage idk if im not getting the meter prongs on a good connection or what. what if its that low what can the problem be or where should i go from here?:-/
 
There should be 3 wires in there, green (low), yellow (high), and black (earth).

Silly question I know but, Are you ringing with earth as common, and the meter set for AC volts?

Check if you have a good earth, Blasters are renowned for earthing problems.

x2. ground issues seem to be very very common.
 
After you check ground, it wouldn't be a bad idea to trace the wires back and check for condition, rubbing, burnt, etc., as well as check all connections.
 
someone please help ive tested my bulb on a battery and it is good cant find where the ground goes on the bike. I know not to use the the black with white strip(this kills the motor) can i just ground the headlight black wire to the frame somewhere?

Thats the sure way! just make sure you have a bare metal and I like to use di-electric grease!
