diffrence between floating brake and 03

so if its exactly the same. why would the cable brakes not just bolt back on? whats stopping it?

well as usual, yb's on his game with good answers and info, but my thinkin is, that if the rotor doesnt float, then the caliper has to move on slides to compensate for pad wear, these may be bolting up to non floating shee rotors, but whats the long term????
once the pads start wear, hows it gonna self adjust to insure both pads make contact evenly????
this setup looks questionable at best to me???
