I'm new to this site and the blaster. Just bought my daughter a not running 2000 model 'project' blaster. All plastic, bearings,steering chain,sprockets are in very good shape. Came with 3 sets of aluminum rear wheels tires are not so good. only gave $5oo. Top end had just been rebuilt. When the guy test rode it, the head gasket blew. I pulled the head off and found 4 head bolts stripped. I noticed a little scarring in the cylinder and some slack side to side from piston to cylinder wall. I fixed the head bolts,replaced head gasket,cdi,coil and plug cap. Got it to start 1 time, it ran really rough. I noticed fuel dripping from the bottom,middle of the engine. My questions are, is it normal to have fuel in the engine in this area and, since there is slack in the cylinder could the fuel be running down into the crankcase.

sounds like you need a full rebuiild , the engine case is actually 2 halves and it is probably leaking from the seam . Probably has airleaks and bad compression all building up to a UNhappy blaster . but since you got it for a screamin price , heres my suggestion.
send out the cylinder and have a Big Bore Sleeve installed , some moderate porting work done and of course piston and gasket set .
have the bottom end rebuilt , put in a new hotrods stroker crank and quality internal parts
buy a 34mm carb for it , will need more flow for the big bore , looking at about 800 bucks in parts and labor , but when done that blasty will really scoot , so post up some pics of that 2000 so we can see the newest member of the family!!!!

That fuel probably came from a leaky carburetor and just made its way down. Id start there and clean the carb really good. Then try and start it again.
Search for the leakdown tester build thread, then do a leak down test. My guess is you need to split the cases and reseal them. a leak down test will tell you for sure. D the leak down test before you do ANYTHING else. If the case seal is leaking, running it will cause a massive airleak and will destroy things rather quickly.
Thanks for all the info dudes. After doing more research, i have a better understanding on how the 2 stroke works. Yes i can slightly move the piston side to side in the cylinder. Also it has boysen reeds, i noticed that the reeds have a slight gap between the actual reed and the housing. Is this normal?
check the compression, do the leakdown test, and report back, not sure your daughter is ready for the above mentioned "big bore kit", and no the reeds should completely seal against the cage

There should'nt be any side to side play between the piston & cylinder, (or scarring either). If he rebuilt the topend he sure did'nt know what he was doing, sounds more like BS to me. Sounds like you're going to have to rebuild it, (new piston & bored) & replace the head studs at the very least. 
Now is the time to have it gone through thoroughly so your daughter & you won't have to worry about something else going wrong & just have fun riding!
