clutch shaft coming up and hitting carb

i bought a blaster for my girlfriend a couple weeks ago and have been working on it and playing with it every day now. the shaft that sticks out of the motor, where the cable connects, lifts up and hits the carb after pulling the clutch 20 or 30 times. has this happened to anyone else? is is a easy fix, or am i better off keeping the bottom of the carb greased? it doesn't seem to be hurting anything, but i dont want it to wear a hole in my carb.
 
mine was doing that when my clutch wasnt adjusted right, but i like ruthless's idea that the seal is prolly shot, i wondered what held that down in place,.......... a nice tight seal
 
ok, i'll look into the bad seal idea. i already have the carb tilted a little, but any more and the shaft lifts higher and hits the side of the carb. i dont want to put a reed spacer in, because i dont want that shaft coming all the way out.
 
anyway pretty soon and i'm going to have to rebuild the clutch, since tryin to wheelie in third gear (sitting down)the clutch slips instead of grabbing hard and lifting the front end. for third gear wheelies i need to put a foot on the grab bar and shift my weight back hard, works for fourth too. thanks for the info
