Clutch doesn't disengage

I've been building a blaster and finally when I mount the motor on the frame and connect the clutch cable I notice my clutch is engaged and doesn't move unless I force it to.I also noticed that I'm missing the spacer that locks and you have to bend onto the nut that holds the clutch. Can it be that?
Right now I have my clutch opened and idk whats the problem.
 
missing parts are no good.
clutch basket is grooved not,
allowing plates to engage or dis-engage
correct oil &amount.
push rod//ball bearing?
actuator is not hitting your carb?
cable is routed correctly?
perch and lever are set to specs?
get the missing parts seriously:eek:
if they are not needed why do they exist in the first place?
