Clutch Basket help

so im doing an entire rebuild and i got to the point of installing the cltuch basket and the inner clutch hub does not spin freely i have followed everything to spec... what can be wrong? any suggestions ready to give up :(
 
We're the bearings spinning freely before you fitted it up?

Is the engine in gear? The inner hub or clutch boss is directly connected to the tranny, if its in gear its not gonna spin free unless its on a bench with no chain. Also check to make sure the splined washer is behind that hub, between it an the basket

the inner clutch hub should not spin freely unless the transmission is in nuetral.
the outer basket recieves it's power from the crank gear, tranfers the power thru the clutch plates/steels/pressure plate to the inner basket, which is connected to the transmission input shaft.
