I'm confused.you 've given no syptoms of a welded ball. Is it or is it not?

The ball and rod are not welded. I pull the actuator arm out and everything looked fine. So I went to throw it back together and the actuator arm will not line up correct, it's so far back my cable won't reach it. Also I tried adjusting it and it didn't move it at all. Did I put the actuator arm back in incorrectly?
