i cant find what you guys are talking about? i have been looking all over that site and the DCNR site. And i really dont feel like calling up the local police station. All i really need to know is, can i get a title with a bill of sale in pennsylvania?

you have to make some phone calls man. your local DMV will know since thats their job..
