Bog or rev limit immediately after idle could be a TORS problem, especially since you bought a non-running bike (or so it sounds). Unplug the wires going to the carb, and to the throttle switch up on the handlebars.

OK, just to be sure, disconnect the TORS box under the hood. There are three boxes there: one has an orange wire (cdi), one has a blue wire (regulator), the last one is the TORS box and should be located on the upper left side (bike's left). Disconnect the black/white wire, and tape it off. No more TORS.

Next, I know you cleaned the carb, but did you take out the pilot jet and clean it too? It is located in a tube next to the main jet. Spray it good (should be able to see light through it) and spray that passage well too. Your spray should come out in the carb throat.

It is also possible that you have crap in your tank that is plugging up the petcock, even intermittently. Drain all your gas into a very clean and dry bucket (so you can use again if it is ok) and remove the petcock. If there is ANY crap on it at all, clean the petcock and rinse out the tank with some gas (discard this gas). By now your fuel should have settled in the bucket. Do you see anything that looks like bubbles? If so, that is water, another possible cause. You can pour the gas back in your tank when done, as long as you are careful not to pour out the water, leaving a bit in the bucket. Discard this too.

If you find crap or water in your tank, clean the carb again.
