Blaster Idles too high

Soo...I bought a blaster for 200 bucks, 1988 I believe. Guy rebuilt the top end to oem spec year ago, and it has sat for 6 months. Wouldnt start and the kill switch doesnt work. So I pulled carb out, and cleaned it, bought a new spark plug.

I kicked it forever, and still nothing. So I chained it to my car, and had a buddy pull me and it started. It was idling way too high, so I had to pull the plug wire off the plug to kill it. I adjusted the idle screw when it was running, and it didnt affect it any. I noticed it looks like I'm missing a few yellow hoses compared to other blasters I've seen. I have 2 hoses going to my carb, the black fuel, and one yellow on the bottom of the carb that points to the ground. It looks like I should have 2 more hoses, one on each side. Would this cause a high idle?

Also before I put a new plug in it, I unplugged the TORS. Would this cause it to have a high idle? I followed the DIY on this website, disconnected the 2 plugs under the front hood, and disconnected the carb wire plug.

Another question about it not starting by kicking it. Should the lever grab and crank the motor no matter how slow and easy you kick the lever? Or Should it only catch and crank the motor when you do it fast? Mine only grabs when I kick it fast, and sometimes it doesnt grab at all. I have yet to start it by kicking it, just pulling it.
