90psi cold compression...should I worry about the bottom end?

I've rebuilt several smokers...most were old bikes that need the "works" but I think this one may not need the extra work. It runs great when I can get it started, it just doesn't like to fire up right away, and, as in the title, it's still got about 90psi with 10 kicks and cold. Opinions?

if the piston and rings are still intacted... just bore it to the next size and ride on.
