I have a 1995 Yamaha blaster 200cc 2 stroke and i need to know what oil is safe to put in the crank case if anyone knows

Are you referring to the transmission oil? If so, a wet clutch compatible motorcycle oil is what you want to use. 10w-40, 10w-50 should work fine.
