What does the brown wire and green wire on my 1999 blaster go to?

you should have 4 wires coming out of the stator
if you have 5 wires coming out you need to ground the extra green wire to chassis

They go to the low oil idiot light. Interestingly enough, the low beam headlight wire is also green

Sort of, indirectly. Brown is the power feed for the idiot light. Green goes from the light to the float switch and then to ground.
