It's a system set up for safety . It reads the position of the thumb throttle and carb slide. If it detects that the thumb throttle is closed and the carb slide is open, it will limit or sh*t off the spark to the plug.
Most people delete it. There's a delete kit on eBay to do it. The TOR's is hooked to your brake handle to. You can just unplug it on the 02 and older ones. I feel it's best to just do it rite and get rid of the big old turd on top of your carb.
Throttle Over ride Retarded $hit. Had mine malfunction in a light rain storm when I was trying to get back. Had to dry out the throttle 3-4 times before I made it back.
You will rejoice when you remove the TORS, not a hard job if get a kit and you have a good bench or hand drill and a small tap wrench.
I believe pre 03 there is no messing around with wires, just disconnect what you want to. I left my park brake system connected.
