throttle trouble

i dont know what to do. my 2000 blaster will start and i can rev the engine to full throttle when it is in neutral but in gear i cannot go past half throttle without it bogging down

Clean out the carburetor, do a compression check, check your reeds for any trouble, and install a new spark plug.

Report back with findings and we can work from there.
