Throttle off engine doesn't always return to idle

I have a 2000 blaster I just bought and when I took it out last weekend I noticed that some times when I let of the throttle and pull the clutch in it wouldn't always come back to idle right away and would at times take almost a minute to return to idle

Sounds like you could have a air leak, or possibly an incorrect air screw adjustment. I would leak test the engine, as you should do with any new to you 2 stroke.
 
Do what fasthand said, and also clean that carb and set the air screw at 1.5 turns out from lightly seated to start.
