steering stem question

Which way should the tie rod be connected to the steering stem upside down or above it? I have the picture of the upside down tie rod connected to the stem but idk because the one came lose.

The cotter pin is temporary fix for the missing nut on the left.

The way you have it is correct.The steering stem is tapered so they can only go in one way.Hope you don't ride that thing with just a cotter pin holding it.lol
