well its been in my shed for about a month and has not rusted..
so im thinking its not steel.. the top and bottom piece may be steel but the bar itself i dont think so..

anyway here it is...

I can promise you that it is steel. Otherwise you would not be able to weld the top and bottom mount to it. You cant weld 2 different metals together.

well either way it doesnt rust.. must be clear coated..
