Should i cut the head or a longer con rod

Are you talking about having the head chamber redone or are you talking about having the head milled? If your just getting milled then it's not going to do alot. Having the chamber done will. It has to be done just rite.
 
Why not get the stroker crank and then get the free head mod done.Just remember each mod you do there is another mod that will work in conjunction with it.
 
my buddy just lapped the squish band down on his to about 1/2 the origional thickness and it made a noticable difference. I rode his quad before he did it and it was pretty crappy. after he shaved the head a little and did the diy timing mod it really packed a decent little punch. going to a stroker crank takes a lot of upgrades around it to get a decent amount of power out of it.

Its best way to make lots of cheap power.
However you will have to have the cylinder ported to work with the extra stroke, Im not sure if you have to port the cases as well but its not a bad idea anyway.
