Shifter forks ?'s and rebuild ?'s

Let's say (hypothetically of course), somebody just replaced all the bearings, seals, gaskets, clutches and a few new misc, nuts when they recently rebuilt the engine and (even after careful attention at every step of the process) can't get the transmission to shift.
The shift drum and forks were used but inspected closely before installing and I believe installed correctly.
I'm going to split case again tonight to see what's going on.

My questions: other than new gaskets and those 2 fold over washers, is there anything else I need to buy for this process that must be changed every time the case is split like bearings, seals, etc.?

Next question: what do I look for on the shift drum and forks? Like I said, I looked carefully the first time but didn't see anything wrong. Could there be something else? I know the problem is internal.

Are you turning the sprocket while trying to shift ? These trannies like to be spinning to shift thru all the gears
 
Yes, I'm spinning the sprocket while trying to shift.
The spring loaded wheel will sit in the 6th gear "valley" and then shift to about 1/2 or 3/4 of the way to 5th gear "valley" before stopping. The sprocket gets just a little harder to turn when it stops at this point, otherwise it spins nicely.

I removed the spring loaded wheel thinking it might be too stiff or somehow hindering the shift star. That didn't help. I removed the shift shaft and tried turning the shift star by itself (gently to not cause damage but strongly enough to know it didn't help).

I'm convinced it's internal. Most likely the shift drum and/or the shift forks. But when I take them out, I need to know what to look for to see if they're bad. I don't want to spend $350 on these new items if I don't have to. And obviously I'll look to see if my actual install is the issue, too.

I have Ken's videos downloaded onto my phone and have used them every step of the way.
Apparently I missed something.
 
Did you assemble it into the stator side case with the shift forks numbers facing down ???

They're numbered 1,2,3 and that side of the fork has to face the stator side.
