Question on my setup, I need help!

Okay I am done with the install (TOOMEY kit; full exhaust, air filter and new jet). With my new set up is the blaster suppose to have lag in the beginning while on throttle? When I gun second gear it lags then all the power kicks in? It seem like I lost bottom end and created more top end. Is this how my blaster gonna run? Well one more question Was I suppose to replace my jet?
 
yea i think u may loose a bit of low end, cause i think the Toomey is a top end pipe i may be rong tho.. yea i think the kit should come with jets or some thing like a 300 but i am not sure ..
 
So I checked out the toomey web site about the jeting install, in their step2 they want me to do this;
(STEP 2) NEEDLE CLIP GROOVE POSITION CHANGE: Remove the Throttle slide from the top of the carb, remove the jet needle, and change the needle clip position to the third groove down from the top (#3) from the #2 (std) position. Replace the needle, slide and tighten the top by hand, gently.

What do they mean by this step?
 
you can get pipes for different rpm ranges. so if it bogs then seems to hit a band of power at close to the same rpm, it's probably tuned for higher rpm power production. changing the jetting should help restore some lower end power by pulling the needle clear sooner and allowing more fuel to atomize at lower rpm.
