My Powercore 2 silencer has just surface rust on the pipe coming off of the muffler, canister. Whats best to get the nice shine back to it? also is there a way you can polish up the canister its self?

Hit it with some sand paper. Start big grit and work your way down to smaller grit. Maybe start at 100 and step up to 200, 400, etc. if you sand the whole thing down you might be able to get a shine. Otherwise it'll just have that brushed aluminum look.
