is it possible to put the 03' style plastics on a 90's style blaster?

yah but the hood will not be a direct fit, youll need a mounting bracket for the 03-06 hoods

does that involve welding a new bracket on or is there already a place for it?

if you go over the projectblaster.com and order the hood off there i think i remember KURT telling me that it came with one

no im sure if it does,i made a custom one, just a couple of spot welds and a little bending and it was good, very durable too

Look for a used one. I got mine for 13 shipped and put it on my 98
