need help with tors

I hear a lot about the tors on here how can i bypass it and what is the point of it???/

the tors is by far the sh*ttiest design ever and the point of it is to keep the engine from over reving but it causes too many problems to be worth it

correct me if im wrong but dont you have a 250r carb adapted to your bike? if thats the case then your TORS system is already out of the picture.
