Need help new to the blaster

just bought a 2001 blaster but it wont start and when I turn the key to let the gas run it just flows out of a tube and idk if thats supposed to be hooked up somewhere. Also cant seem to find neutral. HELP!!!!!!
 
Rut-Row. Sounds like a multitude of issues. Firstly, welcome to the forum.

First. Where is the fuel leaking from? The bottom of the carb? Out of the petcock?

2nd. Neutral can be kind of difficult to find on some bikes. Easiest wayIs to Hold the clutch in and shift it with your hand. Obviously you won't be able to do this while driving, but it will give you a feel for how soft of a shift you need to make.

Also, how's it feel shifting to other gears? 2-6 all shift fine?

So i turn the key thing by the choke and there is a long tube that looks like it should be hooked up to something but idk where it would be put. and ya everything shifts fine. just cant seem to get any noise out of it

Should have a fuel line from petcockinto the fuel bowl. Do you have that?

Yep the Purple line is there and all hooked up but that other tube you see thats see thru is not connected to anything where does that get hooked up to

It doesn't connect to anything. Just a place for free flowing fuel to be put out on the ground. That's an overflow tube. When you turn on the fuel flow, if fuel is pouring out of there then You have an out of adjustment float.

Is the overflow tube supposed to be attaached anywhere other then seen in the picture
 
The thumbs throttle? Could be a few things. Either a pinched cable, slide in wrong way, a lose bolt?

Can you move it when the handle bars are straight?
 
Tighten the bowl drain screw at the bottom right side of the bowl of the carb. It's not a overflow, it to drain the carb bowl of trash and fuel debris. And as far as the throttle check the throttle limiter screw . It's possible that someone screwed it all the way in. Lastly take the three screws loose from the thumb throttle top cover and look for cable intrusion/ fraying and anything that could block its normal range of operation.
 
Something else ,remove the tors / top carburetor cap, check the carb slide for proper alignment in the alignment fowls of the carb. With it out of the carb try to throttle the thumb control
 
These things can cause the situation your describing.TORS bellcrank may also be frozen/ rusting or in a bind due to rust or cable fraying .
