The stator could have come apart and is locking up the flywheel but only part of the time...

That thing probably isn't worth $300. I bought an 87 lt250r parts quad for $425. No top end and no exhaust. But it had itp wheels, Ohlins shocks, aluminum airbox. Hinson clutch basket, steering stabilizer. I wouldn't pay more than $150 for that thing.
