I have a '01 and It wasn't running as good as It should. So I messed around with it and found out it will run perfect with the gas turned off. I was told I needed todo a compression test. I did the test and only got to 65psi. I know Its supposed to be close to 150psi. Does it need rebuild???

Flooding of the carb.
Filthy air cleaner.
Blockage in the intake.
Clean the needle and seat, set float level.
Check if float is sticking, or is full of fuel.
Did you kick until the pressure stopped climbing with the throttle wide open?
It would pay to leak test is now as well to check if the head and other gaskets are in good condition.

If it is flooding, turning the fuel off will create a leaner mix until it eventually runs out of fuel.
