installing freshly bored cylinder and new piston

All you did was top end? No problems withclutch before? Then ya, plates may be stuck. Put the skid plate up on something , start it up in a higher gear then hit the brake hard to break plates loose. May take a couple tries. Make sure it is securely on stand and that IF it falls of it won't hit anything, YOU have to use your head on this operation.

Also be best to warm it up well before oil change so it flows out easier.
 
From recent experience on my 2000 blaster. The TORS control unit must be removed by disconnecting at the wiring harness. This will prevent the CDI from being grounded by the TORS.

The key switch, kill switch, and CDI blk/wht wires and black wires must be connected if you want to be able to shut down the motor with the switches. Black wires are grounded and switches will connect black wires to blk/wht wires. With blk/wht wire connected to CDI and grounded by either switch, the CDI can't discharge to the ignition coil.

If that doesn't do it. Measure the resistance across the switches (black to blk/wht wires). The contacts could be dirty. Closed contact (low resistance) to stop. Open contact (high resistance) to run.

k so the blaster is back up and running like a champ... i must have accidently pulled the black/white wire from the cdi when i was unplugging the tors... plugged it back in and the switches work now... also the clutch plates were just a little stuck, all i had to do was go down a slight hill while in neutral then just shift into first with the clutch pulled in and it worked the plates apart... only thing now is the exhaust is spooging some oil where it meets the cylinder, and i was just thinking of using some permatex 2 gasket maker on the little exhaust manifold (i think thats what u call it) to seal it up.... any opinions... i have the little round gasket that goes on the exhaust port, however it was the old one so maybe thats my problem.... anyways heres a vid of it running yesterday
