no its not that bolt.. its the hex bolt with the washer built in .. i have another hextbolt and small washer that goes on last...

The question is with the "washer-hex-bolt" ... not the "hex-bolt-only" that goes on very last..

The hex part goes in the hole then a small washer and a lock nut go on top
