Is it a carb problem or top end problem I took off my exhaust and there was gas in the fatty pipe when I kick the kick start gas comes out into the Exhaust

You possibly have a carb that is flooding.
You may need to overhaul the carb and set the float level.

You have a problem, the fuel Is not supposed to get into the engine.
The needle and seat is either dirty and not stopping the flow, or the float is sticking and not moving the needle.
You need to take the carb off and fix the problem.
