Fuel issue?

Just rebuilt carb. Can't get rpms up. Could it be float level?

TORS deleated.runs good for a second or two then Boggs. Have throttle wide open and won't go. TORS box gone, new carb top, new cable. Changed float level at rebuild because fuel would come out of float bowl vent so I thought it was to high. Set it level with bowl top. Maybe to low now.?
