Front Hub Loose...

The front hub is loose on both of my front wheels. That's all that moves, it's not the ball joints or anything, it's the wheel hub. Could this be the bearing or something else? The pic shows exactly where the movement occurs. Its the whole way around.

I tried tightening the castle nut on the front hubs and that didn't do anything. Thinking it's the bearings, but since the wheels spin fine I'm not sure.

Is the spacer installed, it is the unnumbered part next to number 1 ?

I'm going to take it off tonight or tomorrow morning and inspect. I'm assuming it's the bearings, would bearings cause it to wiggle a little?

Bearings will allow it to wiggle if they are worn.

Also these a collar that goes on on the outside of the hub that the washer sits against.
